The Minister is supported by the Deputy Minister, the Permanent Secretary, who is the Accounting Officer and Principal Advisor on policy matters and the Commander Defence Forces, Principal Advisor on Military issues.\u00a0 Zimbabwe has two Services, namely the Zimbabwe National Army and the Air Force of Zimbabwe that are overally under the command of the Commander Defence Forces.<\/p>\n<p style=\"text-align: left;\">Our Charter presents our commitment to our clients for quality service and our quest for continuous improvement. The commitments are binding to all our members. Defence Act (Chapter 11: 02)<\/p>\n<ol start=\"6\">\n<li><strong> DEPARTMENTS IN THE ORGANISATION AND THEIR CORE FUNCTIONS<\/strong><\/li>\n<\/ol>\n<p>The Ministry has \u00a0eight Departments, each led by a Director and supported by Deputy Directors to ensure efficient and effective service delivery. The Departments and their functions are as follows:<\/p>\n<p><strong>6.1. Finance and Administration\u00a0 <\/strong><\/p>\n<p>The Department coordinates the management of the Ministry\u2019s financial, administrative and asset resources to ensure timely budgeting, procurement support, payments and the maintenance of infrastructure that enables effective service delivery.<\/p>\n<p><strong>\u00a0<\/strong><strong>6.2. Human Resources\u00a0 <\/strong><\/p>\n<p>The Department manages and develops civilian human capital through recruitment, training, performance management, payroll administration and disciplinary processes to support a professional and efficient workforce.<\/p>\n<p><strong>6.3. Strategic Policy Planning Monitoring and Evaluation<\/strong><\/p>\n<p>The Department coordinates strategic plans, policies and risk mitigation strategies in support of the achievement of national defence objectives and informed decision-making. The Department is also responsible\u00a0 for \u00a0monitoring and evaluating policies, programmes and projects to ensure effectiveness, accountability, continuous improvement and client satisfaction.<\/p>\n<p><strong>6.4. Procurement\u00a0 <\/strong><\/p>\n<p>The Department ensures timely acquisition of equipment, goods and services and the disposal of redundant and obsolete equipment. This is done in line with the procurement regulations, ensuring the\u00a0 value for money, transparency, and accountability.<\/p>\n<p><strong>6.5. International Affairs, Advocacy and Public Relations <\/strong><strong>\u00a0\u00a0 \u00a0<\/strong><\/p>\n<p>The Department coordinate the implementation of international treaties that fall under the purview of the Ministry. The Department is also tasked with the Ministry\u2019s advocacy, public relations and protocol portfolios whose major aim is to coordinate stakeholder engagements.<\/p>\n<p><strong>6.6. Internal Audit\u00a0 <\/strong><\/p>\n<p>The Department provides independent assurance, advisory and investigative services to strengthen governance, risk management and internal control systems within the Ministry.<\/p>\n<p><strong>6.7. Information Communication Technology (ICT)<\/strong><\/p>\n<p>The Department is responsible for reliable ICT systems, infrastructure, and technical support to enhance communication, information management and efficient service delivery.<\/p>\n<p><strong>6.8.
