The department manages the Ministry’s civilian human resources by formulating and implementing key HR policies in coordination with the Public Service Commission. Its mandate includes overseeing the entire lifecycle of human capital from recruitment and mobility to professional development while determining appropriate staffing levels and organizational structures. Furthermore, the department is responsible for institutionalizing performance management systems and administering behavioral alignment programs to ensure a productive and disciplined workforce.
